I had this setup in Fedora 16 and it was working perfectly fine. The problems started when I upgraded to Fedora 17. Now Ibus has three input methods listed: Finish - Finish Russian - translit (m17n) English - English (US) If I remove English (US) from the list it re-appears on Ibus restart. Another problem is using Russian translit, it uses US keyboard layout, instead of Finish. So you better consider to fix it to make clearer what you want to do with it. For solution, if you are expecting OR operator with that rule, add more <match>s or <alias>es. if you are expecting AND operator with that rule, just add more <test>s in that <match>.
