two words showing the difference between anchor-3 position in "ka" and
"qa"

Position of anchor-3 (used for below base marks) in "ka" glyph (U+0915) is
positionned far lower than the average position in other glyphs. This breaks
visual consistency.
For instance see the attached screenshot, in which you can see the difference
between "ku" and "qu".
