Please briefly describe the interaction that caused you to file this
ticket:
When a member joins #fedora, they are redirected to #fedora-unregistered
if unregistered / unidentified. This leads to confusion on the new joiners
part. This also forces the community to maintain a second channel for the
sole purpose of explaining that people need to register to join the main
channel.

Please describe what action or positive change could be adopted based on
this feedback:
Instead, users should be allowed to join the channel, and be muted by
default, they can then speak once they identify. This stops bots /
spammers. This also removes the need to maintain a second channel. This
also does cause new joiners to think they are in the right channel when in
fact they are not. Currently ##systemadmins on freenode has this automated
and it works great.
