This issue has been brought up multiple times and always comes out with
registration as the winning option. It doesn't take much effort to
register with freenode and join the channel.
Your option to use +m and moderate the channel would require an operator
to monitor the channel 24/7 to voice whomever joins, which is not
feasible. This will prevent people from getting help more than forcing
them to register and identify. This may also stop those who wish to help
but cannot because there wasn't an op around to voice them.
Like it or not requiring registration with freenode is the best way to
deal with spam and trolls. Although it is not 100% effective it does
minimize the undesirables from accessing the channel and causing a ruckus.
