 netem provides Network Emulation functionality for testing protocols by
 emulating the properties of wide area networks. The current version
 emulates variable delay, loss, duplication and re-ordering.

For the start I'd like to use packet re-order and corruption features.

There are two ways to implement this:
 1. as a test, e.g. TestNetEm
 2. as a framework service
