It did not seem to matter but it looks like the 1st device bus-ID of the
network ccwgroup triplet is 0.0.30000 instead of 0.0.3000, i.e. one
trailing zero too many?

You can also see this in the kernel messages later on:

So I would try with
ip=172.16.27.52::172.16.27.1:24:fedroce011:enc3000:none
instead of
ip=172.16.27.52::172.16.27.1:24:fedroce011:enccw0.0.3000:none
Without the network it cannot access inst.repo and thus does not find
the new initrd containing the installer.
Warning: /dev/root does not exist
