The inspector is useful for many people who may not want to install the
needed 31(!) devel packages to have it.
I looked at just moving it into the main package and it seems to work
just fine in there in midori at least.

I'm all for it. You might consider moving it to -webinspector subpackage
(or something like that) instead if anyone thinks it's unnecessary
clutter in the main package. IMHO having it -devel, as it is now, is
wrong. It's used for debugging/developing web pages, not to build
applications on top of webkitgtk...
