The /etc/init.d service script on RH/Fedora does a configtest before it reloads (which, if the configtest is successful ends up being a restart), but it doesn't do that for a service dhcpd restart; that's why I'm asking to do a reload rather then a restart.

Just in case that's not consistent, I should point out that I've already modified the restart-services trigger to do a config test ("-t") and then a restart
So I think we're good...
