The attached patch makes the directory configurable for PXE and power templates.
This is required to make cobbler sync working after the the etcfiles.diff patch is applied.

I've applied this with the change that the two new configuration settings needed to be added to installer_templates/settings.template in order for the user to be aware of those settings. I've done this.
Additionally, with regard to the previous patch, I found I had to tweak the unit tests to keep them passing (on a clean install, there was no /etc/cobbler/sample.ks, which the tests still referenced), which can be useful when helping test things. This is minor but something that's good to know about. To run the unit tests from a checkout, it's just "make test", so I recommend everyone do that when making code changes.
