I'm going on memory here, I think it keeps on going if the snippet does not exist.
For testing purposes, I always set up virtual test machines and tinker until I get it right; much quicker than kickstarting real boxes, especially if the boxes are remote.

What happens if the users/$name snippet doesn't exist?
Will the kickstart abort?
Can I do a file check to test for existence in the template?
