Perhaps using some sort of 'signal' file, request or marker? i.e. 1st test/check/confirm VM is installed?
- using remote logging - add a 'logger' entry for systems that are ready? (you use/need a separate 'watcher' process on the designated log server that starts tests for systems as they show up)
- when VM is 'up' final startup process 'fetches' a signal file which triggers your test sequence? (of course the 'hey, I'm ready tool' is yet-another piece.)
Remote logging/watcher is probably simpler (i.e. simply included with custom KS.)
