Ok, this seems to be a selinux issue. setenforce 0 allows cobbler to
start:
#============= cobblerd_t ==============
allow cobblerd_t cobbler_tmp_t:file execute;
allow cobblerd_t devlog_t:sock_file write;
allow cobblerd_t syslogd_t:unix_dgram_socket sendto;
allow cobblerd_t tmpfs_t:dir search;
