Use cobbler replicate --master=ip.of.master instead? Can you connect to the remote server using netcat or telnet or something? I think it would just route wherever and it doesn't have anything to do with the settings.

Can you actually connect to the remote server using something other than cobbler? rsync rsync://ip.of.master shows the rsync shares... and you can connect to port 80 or 443 or whatever port you have it running on?
