My hunch this is because the IP I'm trying to replicate from is our "front side" management network, and the IP I have set in the "server" section of cobbler is our "back side" non-routable build network. Anyone have a setup like this or know of a way around it?

Use cobbler replicate --master=ip.of.master instead? Can you connect to the remote server using netcat or telnet or something? I think it would just route wherever and it doesn't have anything to do with the settings.
