This does seem like a bug -- generally I'd say we shouldn't mess with
top-level content of tftpboot (much) as other apps could be sharing it,
so "/images" seems right.
File a ticket at
fedorahosted.org/cobbler if you haven't already (or if
you want to send in a patch, that's great too) -- either way, it should
be simple to fix up.
