A make devinstall saves the files in / instead of the /tmp/cobbler_settings. The reason is that the path and prefix environments are set within shell commands, but the save/restore commands use Makefile variables that unset and therefor empty.
Attached patch makes the prefix and path (renamed to statepath) setting a Makefile variable.

I've applied this with some changes to also ensure /var/lib/cobbler/config is also backed up.
