According to the documentation, you can mirror repositories as shown here:

However, instead of mirroring multiple architectures like ‘x86_64’, ‘i386’, or even multiple versions of an operating system separately like ‘f12-i386-updates’, ‘f12-i386-extras' is there a way in Cobbler I can mirror ALL of these repos and push them to one locally stored directory so I can use the $releasever and $releasearch variables?

Not sure about not mirroring multiple architectures or versions, I don't see how that is avoidable. But our repos in cobbler are defined only using variables.
Instead of
$ cobbler repo add --mirror=http://download.fedora.redhat.com/pub/fedora/linux/updates/12/ --name=f12-i386-updates $ cobbler repo add --mirror=http://download.fedora.redhat.com/pub/fedora/linux/releases/12/Everything/i3... --name=f12-i386-everything
use variables instead
We use an mrepo server to host/create/manage our internal repos. (It generates the same url paths as the public repos, but with our internal hostname)
All our repos have essentially the same urls for updates, base, centosplus, extras

This repo is associated with all CentOS cobbler profiles.
