f23-backgrounds failed to build from source in Fedora rawhide/f40

Please fix f23-backgrounds at your earliest convenience and set the bug's
status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
f23-backgrounds will be orphaned. Before branching of Fedora 41,
f23-backgrounds will be retired, if it still fails to build.

As discussed in #2300661 this package is functional and fixed for future
release, therefore there are no plans to issue updates for f40 at this time.
