Unfortunately, Red Hat cannot provide Fedora software, documentation or
support to
individuals in Embargoed Nations, because of US export law.
I other words Bob has every right to refuse support to an embargoed
country.
Bob has every right to refuse support to anyone, but this information you
have posted was changed in a recent ticket to reflect Red Hat directly,
IIRC. That ticket can be found here:

I do not think Bob is a Red Hat employee, therefore, the statement you
have quoted does not apply to him (according to the statement), unless I
misunderstand it. But, as I said, he has the right not to help anyone at
all, if he wishes.
