Welcome to the mid 1990s!
it's meant as publicly visible PCI(-E), it already has these well known
buses and interconnects under the hood
Enabling this will also mean every PCI driver will be enabled
unless we explicitly mark them as disabled in config-s390
Some of these don't make a lot of sense on s390. (Though the
idea of an s390 with a TV card amuses me).

Could you come up with a list of PCI drivers you expect to be
used on s390 ?
I'll ask our friends in IBM how this is expected to be configured
