Does the majority (95%) of users still make discs? IMO they don't.

I don't know on what facts you're basing that. But I agree about the
decision thing. We could just send people to the Live USB page, and
provide a route there for them to go elsewhere if needed. Live USB
provides a far better user experience anyway, between persistent
storage and faster I/O.
