[Fedora-spins] What is the current Spins/Labs process?

Hello,

What is the current process for proposing a new Spin/Lab? We've been
looking at the docs here, but a lot of it seems to be quite outdated.

We're looking to provide a new lab image: the Fedora Comp-Neuro lab. We
have a working kickstart now[1] and want to confirm what the next steps
are.
