You certainly are welcome to help make such spins of course.
Being involved with MATE, I can say that our current and primary focus is
1. get MATE into fedora packaging-wise.
Then
2. make it easily installable via comps group(s) and what-not.
There's a bug request for this for MATE that I'm intending to sort through
late this week/early next week, but that's only part of what's needed as a
spin as stated below.

3. the option of doing the work of making a spin based on it is a
possibility.
The status quo is that 1 is almost done with a basic desktop
(optional pieces will be added over time). 2. is in the planning
stages. not even thinking about 3 yet.
