Description of problem:
the name of release notes icon have some problem on its name in Chinese
Traditional.

Version-Release number of selected component (if applicable):
Fedora 18 x86_64 with Gnome 3.6.2
(Fresh and native Chinese Traditional install)

How reproducible:
just take a look for release note icon in gnome-shell's activities menu 

Actual results:
it shows"發​行​備​註​"
> > with strange ​ string 
Expected results:
it will show "發行備註" correctly
