Typically this occurs (for me) when the wrong kernel/initrd are used.
The correct ones are in the images/netboot/ubuntu-installer/amd64/
directory rather than the images/cdrom/ directory. This was an issue
with the older versions of cobbler, where it would identify the wrong
pair for use.
