tasks in waiting mode

There are 142 tasks in waiting mode while only 7 tasks are running.

Thanks, we leak our resources by trying to start builders over OpenStack
limit. Those builders end up in an error state and prevent other (working)
builders from starting. We will fix that but probably next week. Until then
I will be doing manual clean-up in our tenant from time to time.

So, in the end, it was a problem with DiskFilter directly in OpenStack and
Patrick Uiterwijk fixed it today and freed me from that ugly manual work
