While there is a clear precedent for the installer to behave this way, you
should file these kind of requests against the 'anaconda' component.
Changing your default runlevel is described here:

Something like
`ln -s /lib/systemd/system/graphical.target /etc/systemd/system/default.target
--force`
should suit.
