[OS-BUILD PATCHv3 2/2] configs: move CONFIG_BLK_DEV_UBLK into rhel/configs/generic

configs: move CONFIG_BLK_DEV_UBLK into rhel/configs/generic

CONFIG_BLK_DEV_UBLK has been enabled since fedora 38, and plan to
enable it in rhel10.
