will there be 3.13 builds somewhere in the timewindow before F20

3.13 builds other than the one you just listed? That's the final 3.13
release from upstream, and I wouldn't expect a 3.13.y stable release
before 3.14-rc1 is out, so no probably not.
because the testserver has a lot of network-services and so covers
more
real testing than my Rawhide-VM but finally too important for a 3.14-snapshot
build and since it has a public IP it needs security updates
Then I would suggest not grabbing builds from koji for a while.
