They should have been able to exclude kernel-debug-modules-extra (or
something like kernel*debug*) to keep the undesired packages from being
installed. Similar things are done for spins and the install image.
But mainly I am responding to ask a question about the *.ko autoprovides
feature. Is there any documention about that project (bug, wiki page,
mailing list thread)?
