redhat/genspec: Rename PATCHLIST_CHANGELOG to SPECPATCHLIST_CHANGELOG

Change PATCHLIST_CHANGELOG to SPECPATCHLIST_CHANGELOG so that readers
understand it is passed into the spec file.

Rename PATCHLIST_CHANGELOG to SPECPATCHLIST_CHANGELOG.
