[OS-BUILD PATCH] self-test: Add test for DIST=".eln"

self-test: Add test for DIST=".eln"

There's never a dist-git commit with eln data so there's no self-test data
generated for DIST=".eln".  To avoid any future errors with
DIST=".eln",
add a test to verify that it results in BUILD_TARGET value being set to
"eln".
