yes, you do need to configure site-local netblocks, so that MirrorManager can compare your client (yum) IP address with your server's site-local netblocks, and then direct the client to your server.

Firstly, thanks for your help, oschina mirror of fedora has been built and also been listed in the publiclist[1].
Secondly, I find that fedora operate system get data from " 114.112.41.90" when running "yum makecache". This is IP of "mirrors.yun-idc.com",rather than "112.124.6.113" which is our server's IP. I'm not sure whether this is normal.
Thirdly, I think there's something wrong with the configuration of "MirrorManager"[2]. I think I needn't to configure "Site-local Netblocks". But I don't known how to make sure I could get data from my mirror server. Could you tell me how to change it ?
