New proposed mirror Pikeville, Kentucky

Hello

I would like to sponsor a public mirror located in Pikeville, Kentucky we are currently providing a CentOS9 mirror and would to sponsor a Fedora and epel public mirror. The mirror is connected via multiple 10gbit links and has ample storage space.

We will be following the directions set forth in https://fedoraproject.org/wiki/Infrastructure/Mirroring#How_can_someone_beco... or is there a better guide and requirements.
