It appears to only check in when something has changed upstream. Otherwise it doesn't
check in. Make sense?

Hello,
I cannot seem to get quick-fedora-mirror to check in with mirror manager.
I have configured the 3 parameters, CHECKIN_SITE, CHECKIN_PASSWORD, and CHECKIN_HOST in
the .conf file. However when running it, I do not get any output saying it is checking in.
In addition after configuring the log file to log everything, this is the output I get (no
checkin information). What am I missing?
