Over in modularity#101, @sgallagh and @mizdebsk are asking for a new `platform:f29` entry in PDC. I can create this, using the scripts in the `bootstrap/` directory of the fm-orchestrator repo... but it assumes that a koji tag exists for `module-f29-build` which doesn't yet exist.
See the module-f28-build tag, here:

[releng] Issue #7397: Create a repository for module defaults

We will need a place to store module defaults (aka system profiles) that pungi can clone, inspect the files for its work and include them in the modular repodata.
These could arguably be part of some other existing repo (pungi configuration, comps, ...) but having a seperate place for these would probably be cleaner.
The repo will contain a number of YAML files, one per each module name. These files define default module streams and default installation profiles for each stream. These may be, optionally, defined per edition. However, we don't expect to utilize this feature in the near future, keeping things simple.
We would like releng to own this repo. We expect module authors/maintainers to contribute content.
We would also like to have this available for Fedora 28.
