[releng] Issue #7906: Enable production for Flatpak bodhi updates
otaylor reported a new issue against the project: `releng` that you are following:

Please set up a release in Bodhi and adjust tags in Koji so we can do Flatpak updates via
Bodhi. This is exactly like the F29 portion of #7899 (F28 is not needed) with
'flatpak' instead of 'container', and F29F instead of F29C.
``
