Updated the mass rebuild SOP

In our continued efforts to avoid project death by raptors, I've updated
the mass rebuild SOP, filling in much of the needed information.

There are more SOPs that need to be written and updated, and I will be
working on those as time permits.  I urge others to document what they
do frequently for releng.  I don't care about formatting, that can be
fixed later.  The most important thing is to get content into the wiki
so that a new releng contributor can read and follow the directions.

Thanks for getting to this - I never got around to fleshing this out after
starting it.
