[releng] Issue #7712: Reassign lzma maintenance

* Any extra information?
Although [LZMA Utils are no longer developed and replaced by
XZ](https://tukaani.org/lzma/), they're still required by other packages on Fedora.
lzma package is still correctly compiled on fedora 28+, it can endure for a little while
yet as long as all dependent software migrate to XZ.

Hold on here, xz-utils provides `liblzma` and a compatible interface to the old
lzma-utils, so applications that depend on it should be able to transition to XZ.

@sagitter As in the `lzma` CLI tool? `xz` can emulate that interface. It might be better
to talk to the `xz` maintainer to add the compat interfaces so that this package can stay
dropped.
