[releng] Issue #7318: Retire kyua-testers and kyua-cli

ignatenkobrain reported a new issue against the project: `releng` that you are following:

Those packages are obsoleted by `kyua` in F28+. Unfortunately I don't have admin
access to those packages, so I can't retire them :(

In any case, people can't install them because of Obsoletes.

@ignatenkobrain Even though I have the permissions to do so, I am not sure about the
policy here, I guess you should ask the kyua-testers and kyua-cli package maintainer
(@jmmv) to retire them.
``

They are now retired on F29 and greater, as F28 is stable now, we cannot retire on it.
