Move meeting time to 15:30 UTC

Hi,

I would like to propose to move the meeting to 15:30 UTC to match the
DST transition in Europe. This is how we did it last year. Are there any
objections?

no, this is preferred time also for me

we could even set the start to 10:30 CST/CDT (aka 11:30 EST/EDT) for the
whole year
