 I think dist-git should have a hook that will disallow committing a non-
 utf-8 spec file. It makes troubles when creating repodata, see
 https://bugzilla.redhat.com/show_bug.cgi?id=920795

that bug was due to utf-8 and non ascii data. not going to do anything
