New RelEng meeting time - Every Tuesday at 16:00 UTC

Hello all,

Based on https://framadate.org/fedorareleng we decided to move the
releng meeting to every Tuesday starting at 16:00 UTC and it will be
an hour long meeting which will end at 17:00 UTC.

Please update your calendars and hope to see you all at our next
meeting on March 03 2020 at 16:00 UTC.

can we make the selected time slot to follow someone's local timezone
(eg. EST), not sticking to UTC? All my other meetings are in local
timezones and it doesn't mix well with an UTC. It's easier to deal with
1-2 weeks of conflicts due DST, than 5 or 7 months.

We decided to change the meeting time to 11:00 AM Eastern Time every
Tuesday as it makes much easier for people to attend at a constant
time instead of a floating one due to daylight savings.

We apologize for these back and forth changes and thank you very much
for understanding.
