[releng] Issue #8710: EOL Eclipse and Tycho module streams

Please mark the eclipse:2019-03 and tycho:1.3 module streams as EOL.

Someone keeps trying to build them (Mass rebuild?) but they should not be built.

Unfortunately no. Currently, there is no stopping of building modules when they are
EOL'd, we can only stop pushing changes to dist-git. Mass rebuild will look at eol
dates and rebuild, so, they wont be rebuild again during mass rebuilds.
