 Fixes a firstboot crash (see
 [[http://bugzilla.redhat.com/515419%7Cbug#515419]]) on freshly installed
 systems.  More important now given user/group creation is now handled as a
 firstboot module and gdm no longer permits root login.

I have tested the updated build and VERIFIED the fix.
