This does happen only when the network is down at boot. Should nscd/sssd start before messagebus/mdmonitor/et al ? I have run into this problem because runuser hangs in /etc/init.d/slapd (the hang stopped when I commented out a line that calls runuser). Having extended the above line to include these system users, the problem has stopped; even when named and haldaemon are started before LDAP.
