CC-ing xen list since this is a xen issue.
Marco, maybe check /var/log/yum.log, see if there is an obvious package update
that may have caused the regression? Presumably xen* or libvirt.

This is strange since until recently I was able to successfully create
a new VM with the above commands.
Before reporting a bug I would like to know some opinion since I am
not an expert in this field.
