Ah, apparently yum now (and perhaps for a while) handles local rpms via the
install command as well as the localinstall command. Hence, you can access
this functionality via mock.
At one point, yum did not do this and you had to use localinstall for local
rpms.

localinstalls still care about gpgsignatures, though - so you make sure
you have the right keys or turn off gpg checking.
