[Embajadores-fedora-latam] New regional site for Fedora Latam

Hi Fedorians:
As an effort of all Latam contributors, we release the regional site of the
group, this is a Markdown-based site, so if you want to send a post to the
site, please clone this repo:
https://github.com/proyectofedora-infra/fedora-latam-site and:

- Create a branch in your local repo
- Create a file with extension .md and write your post in Markdown markup

 if you don't know how to write Markdown markup please click in

- Send a pull request with your changes.
