xmlroff (http://xmlroff.org/) is under a BSD license

which has an additional sentence:
"You acknowledge that this Software is not designed, licensed or
intended for use in the design, construction, operation or maintenance
of any nuclear facility."
Does this means it can't be included in Fedora?
